The book asked puzzling questions such as why the climate change activists protest against governments, big businesses and industries, when it's all of us, all the users and producers of all our consumer goods and sprawling human habitats, who are responsible for climate change? Why are we all over-consuming, over-producing, over-building, over-refining, over-mining minerals, over-extracting oils, over-processing our food, over-using natural resources, over-exploiting other species, over-providing for our creature comfort, over-embellishing our lifestyle, over-obsessed with ostentatious living, over-developing human settlements, over-producing real and virtual trash, over-generating and storing highly energy-intensive terabytes and yottabytes of digital data, and over-reproducing ourselves? The book then advanced the vision of a new hybrid model of democracy. First of all, it is to elevate the civil service administration to a higher level and to allow civil service to be based solely on merit and to be free from political control. Secondly, there should be a district council election system to allow local residents of various districts to elect their own district councilor who will have a fixed budget to spend on local social welfare and local events. Thirdly, there should be a presidential election by a single-use concave of group representatives who are nominated or elected by various major groups of various significant segments of the population. These three components are then fully examined in the book. This Hybrid Democracy will be more stable, more representative, more collaborative, more transparent, more efficient, and more effective.
